Nuclear power industry is rightfully considered to be one of the strategically important industries of Kazakhstan economy. Over the years of our country’s independence, powerful production and technical infrastructure was established that is currently used for power supply of practically all countries of the world developing their nuclear power industries. The main objective of Kazatomprom NNC JSC consists in preserving the leading position in the global nuclear power market, achieving cost effectiveness and financial stability level, cooperation to industrial and innovative development of economy and strengthening the strategic importance of the Republic of Kazakhstan in the international scene.
Korgan-Kazatomprom LLP was established based on the resolution No.1 passed by the Kazatomprom NNC JSC on January 27, 2006 to ensure safekeeping the facilities and property of Kazatomprom NNC JSC and carries out activity of protection of property of individuals and legal entities which activity is directly connected with the nuclear power industry.
Over the past years, the Partnership has amassed certain positive experience based on the practice of arranging for guarding the Republic of Kazakhstan nuclear power industry’s facilities. For, as is well-known, successful development of an enterprise requires, among other things of top priority, proper safeguarding and safety and compliance with the security mode. This task is one of the most complex and demanding since it affects the preservation of all high-tech production, expensive equipment and material values, preservation of life and health of every employee of the customer’s enterprise.
Based on the solution of the set tasks, the Partnership pays special attention to high-quality fulfillment of contractual obligations to provide security services at the production facilities, to strengthening the labor discipline and improving the quality of personnel selection. In connection with the above, Korgan-Kazatomprom LLP pays great attention to its policy of human resources allocation and promotion conducted in accordance with the current legislation of the Republic of Kazakhstan, bylaws of the Partnership and the other applicable regulatory legal acts.
In their operation, business units of Korgan-Kazatomprom LLP interact with all departments of Kazatomprom NNC JSC and especially with the Department of the State Secrets and Holding’s Safety Protection and finance services. The Partnership’s management conducts meetings with the heads of law enforcement and special services operating in the area of the safeguarded facilities location on a quarterly basis.
The Partnership develops and upgrades the measures for contradiction to theft, robbery and prevention of any facts and signs of terror and extremism.
Our service and economic activity is under the constant control of the Supervisory Board of the Partnership appointed by Kazatomprom NNC JSC. Audit of our company is carried out in accordance with approved plans and schedule. Local Internal Affairs Departments conduct systematic inspection of our work for compliance with the applicable provisions of the RK Law No.85-II “On Safeguarding Activity” of October 19, 2000, compliance with requirements of the Republic of Kazakhstan government’s Decree No. 1176 “On Measures for Ensuring Compliance with the Republic of Kazakhstan Law “On the Governmental Control over Turnover of Certain Weapon Types” of August 3, 2000.
Korgan-Kazatomprom LLP, as a safeguarding company involved in protection of the strategical facilities of Kazatomprom NNC JSC holds all the necessary licenses such as:
- Perpetual license issued by the Republic of Kazakhstan Ministry of Internal Affairs for the conduct of all types of safeguarding activity including that in the course of transportation (in accordance with the Republic of Kazakhstan Law No.85-11 “On Safeguarding Activity” dated October 19, 2000).
- License issued by the Nuclear Power Industry Committee of the Republic of Kazakhstan Ministry of Energy and Mineral Resources for the activity connected with physical protection of nuclear material and plants (as per the provisions of the Regulations on licensing of activity connected with the use of nuclear power approved by the RK Government’s Decree No.100 dated February 12, 1998 and the RK law “On licensing”, safeguarding of physical safety and nuclear power using facilities is subject to licensing);
- Permission by the Republic of Kazakhstan NSC (National Security Committee) for conduct of secret paperwork (in accordance with the Republic of Kazakhstan Government’s Decree No.901 dated September 4, 2003 and 988-35k dated September 28, 2004, companies of Kazatomprom NNC JSC holding fall within the category of strategic facilities, to which heightened requirements to safeguarding, including those to information protection, shall apply).
